Prior to this release, some Oregon workers employed in the services for the elderly and disabled industry were classified in QCEW under state government ownership. Change in QCEW Oregon Public University Classification |
Prior to this release, public universities in the state of Oregon were classified in QCEW under state government ownership. Beginning with data in this release for first quarter 2016, QCEW classifies these establishments in local government ownership. The industry classification for these institutions has not changed. This change in ownership resulted from the passage in 2011 and 2013 of state legislation which created a new legal entity called "universities with governing boards." Public universities in Oregon were reorganized in 2014 and 2015 under this new legal entity. They are now independent public bodies that can establish their budgets without state approval. QCEW Notable Industry Changes: Financial vehicles (NAICS 525) and Private households (NAICS 814110) for 2013 and forward |
Each first quarter, QCEW incorporates improved industry assignments. Usually this activity is distributed across industries. In 2013, the improvements also include substantial changes to two specific industries - funds, trusts, and other financial vehicles (NAICS 525) as well as private households (NAICS 814110). Establishments in funds, trusts, and other financial vehicles are legal entities with little to no employment. Establishments with employees who manage such funds are typically coded in other financial investment activities (NAICS 5239), although they may also be classified as other industries within finance. The QCEW program examined establishments with employment classified within funds, trusts, and other financial vehicles and reclassified them into other industries based on each establishment's primary economic activity. The QCEW program also reviewed establishments that provide non-medical, home-based services for the elderly and persons with disabilities and classified these establishments into services for the elderly and persons with disabilities (NAICS 624120). Many of these establishments were previously classified in the private households industry. These changes apply not only to the data published by QCEW, but also data based on QCEW such as BLS Current Employment Statistics (CES) and Bureau of Economic Analysis (BEA) Personal Income. The QCEW State and County Map Application was released on June 30, 2010. This new feature of the BLS website provides users with supersector industry employment and wages at the national, state, and county levels. Data are presented in map, tabular, and downloadable formats. QCEW flat files are available in a new format as of October 19, 2010 on the BLS web site at ftp://ftp.bls.gov/public/cew/beta. The new format was developed to be easier to use than the existing format. Files will be available in both formats for approximately one year. QCEW Introduces the 2007 NAICS industry changes with 2007 data |
In an effort to enhance the comparability of industrial employment and wage statistics across Mexico, Canada, and the United States, and reflect economic activities within industries more accurately, the North American Industry Classification System (NAICS) is revised periodically. In conjunction with its counterparts in Mexico and Canada, the U.S. Office of Management and Budget developed NAICS 2007. The conversion to NAICS 2007 resulted in minor revisions reflecting content changes within the Agriculture, forestry, fishing, and hunting sector and the Manufacturing sector; the restructuring of the Telecommunications subsector; the elimination of the Real estate and investment trusts industry within the Finance and insurance sector; and minor content changes within the Professional, scientific, and technical services sector. Several industry titles and descriptions also were updated. This revision was introduced by the Bureau of Labor Statistics (BLS) with the release of first quarter 2007 QCEW data. This revision had a minimal impact on QCEW data. Approximately 1 percent of both employment and establishments and 2 percent of total wages were reclassified into different industries as a result of the revision. With the introduction of this revision, some industries were directly transferred to new industries while others were split into two or more industries, with the original industry often retaining a portion of the establishments, employment, and wages. Of the 1,179 industries used by BLS under NAICS 2002, 8 industries were directly moved to new industries created by the NAICS 2007 revision. Involved in these direct transfers were 41,821 establishments, 829,263 employees, and $12.6 billion in total wages. In addition, 13 industries were split into 2 or more industries. In all, 27,457 establishments, 662,125 employees, and $16.5 billion in total wages changed industries via these split transfers. A total of 69,278 establishments, 1,491,388 employees, and $29.1 billion in total wages changed industries in first quarter 2007 due to this revision. This represents 37 percent of the overall 186,702 establishments, 43 percent of the overall 3,478,087 employees, and 55 percent of the overall $52.9 billion in total wages affected by an administrative industry change in first quarter 2007. County Changes for the 2005 QCEW News Releases |
Counties with annual average employment of 75,000 or more in 2004 are included in this release and will be included in future 2005 releases. For 2005 data, five counties have been added to the publication tables: Lake, Fla., Wyandotte, Kan., Harford, Md., Washington, Pa., and Whatcom, Wash. All counties published in the 2004 releases continue to have employment levels of 75,000 or more and will be included in the 2005 releases. |

Introduction of the Location Quotient Calculator |
In March 2005, the Bureau of Labor Statistics introduced a new tool on its Web site for analyzing data from the Quarterly Census of Employment and Wages program. The Location Quotient Calculator helps data users compare industry employment levels in a defined area to that of a larger area or base. For example, location quotients can be used to compare state employment by industry to that of the nation; or employment in a city, county, metropolitan statistical area, or other defined geographic subarea to that in the state. Correction of Data in Prior County Employment and Wages News Releases |
In addition to the corrections made to the data in the second column of table A in this release, corrections also have been made to data originally published in the second column of table A of the second and third quarter 2003 County Employment and Wages news releases (USDL 04-6 and USDL 04-599). Corrected data from these releases are presented in the tables below. All data released through Create Customized Tables, Series Report, and FTP tools on the BLS Website are unaffected. |

QCEW Employment Totals and the CES Benchmark |
QCEW employment totals, adjusted for coverage differences, are used each year by the CES program to adjust monthly nonfarm payroll employment estimates to the employment census totals. This CES adjustment is commonly referred to as the annual benchmark. The QCEW totals presented in this release will differ to some extent from the adjusted totals used in the benchmark process.
