CPI: Average price data

With the release of the Consumer Price Index (CPI) each month, the Bureau of Labor Statistics (BLS) also publishes average retail prices for select utility, automotive fuel, and food items. Although average prices are calculated from the price observations collected for the CPI, they serve a different purpose.  The CPI measures price change while average prices provide estimates of price levels. Specifically, average prices are estimates of the average price paid by the consumer for a good or service.

At the U.S. level, the BLS publishes approximately 70 average prices for food items, 6 for utility gas (natural gas) and electricity, and 5 for automotive fuels. If the sample size is sufficient, all average prices are also published at the four major geographic regions--Northeast, Midwest, South, and West. In addition to national and regional levels, utility gas, electricity, and automotive fuel average prices are published for population class sizes, city size by region (regional/size cross classifications), divisions, and published areas. The BLS does not publish average price data for services or durable goods such as cars, apparel, furniture, or electronics due to the high degree of product differentiation.

It is important to keep in mind that the CPI sample is optimized for the calculation of price indexes, not for the calculation of average prices. Also, due to the narrow definition of many average prices, the number of prices used to calculate some average prices can be substantially smaller than the number of prices used in index calculation. Average prices are estimated from a subset of CPI data and are subject to the same set of sampling and collection errors as the index.

Calculation

Published average prices are weighted averages of the retail price and provide an estimate of the current retail price for a geographic area for the item. For the specific formula, see the CPI section of the BLS Handbook of Methods.

While the basic calculation described above is the same for all BLS average prices, each average price is specifically defined to only include certain types of items. The following section is a discussion of these differences.

Energy

Natural gas average prices are reported in therms, which are a measure of heating value. Natural gas prices that are billed per hundred or thousand cubic feet are converted to a price per therm prior to average price calculation. Electricity prices are reported in kilowatt hours (kwh). It should be noted that utility bills priced for the CPI are for different consumption amounts and may also be calculated from different types of residential rate schedules. Therefore, the average prices per therm and per kilowatt hour are generally not suitable for use in place-to-place price comparisons.

For fuel oil, only #2 fuel oil (home heating oil) is priced. Prices are collected, in most cases, for quantities greater than 1 gallon and are converted to a per gallon price. Fuel oil prices reflect discounts for quantity or quick payment.

Gasoline and diesel prices are collected as a price per gallon at the pump. An average price per gallon is published for: gasoline (all types), regular unleaded, midgrade unleaded, premium unleaded, and for diesel.

Food

For food average prices, each retail price is converted to an effective price per a standard unit of measure (usually a price per ounce). Then the average price per ounce is calculated from all eligible prices for the item and is published as a price per some standard size that is appropriate for that item. For example, the estimated average price per ounce for ground beef is multiplied by 16 and published as an average price per pound. All food average prices are published without sales tax.

Most food average prices are defined for a select group of items, for example uncooked, white, long grain rice or a gallon of whole milk. Average prices are narrowly defined to identify homogeneous items, minimize quality differences between eligible items, and to ensure that the resulting estimate is meaningful. The average price calculation will include any CPI price observation that meets the selected specifications for that average price. For example, the average price series for Rice, White, Long grain, Uncooked , will include any CPI price observation where the item is described as "white rice", "long grain", and "uncooked" by the CPI data collectors. This would include organic and non-organic, 1lb and 5 lb. bags, regular, sale, and clearance prices, but would exclude any rice quotes for brown rice, rice blends, white short grain rice, etc.

Some food average price series only include the price of a fixed package size, while others include all package sizes. For example, the BLS publishes average prices for Eggs, grade A, Large, per doz. The "per doz." average price includes only prices collected for a dozen of large grade A eggs. Cartons of 6 or 18 eggs are excluded. This in contrast to the Rice, White, Long grain, Uncooked mentioned previously, where all package sizes are included in the average price calculation.

Over time changes in the retail market such as different packaging and new products have caused some of the food average price definitions to become obsolete. One example of this is the average price series for Cola, nondiet, cans 72 oz., 6 pack, per 16 oz., in which only six packs of canned nondiet, traditional cola are eligible. Since 1980 new varieties of cola and a shift to plastic bottles and larger multipacks have reduced the number of six packs of cola in the CPI sample. The eligible sample size became too small to support this average price and it was last published in 1992.

Because of space limitations, the description for each average price is abbreviated in BLS publications. Detailed specifications are available from BLS information offices upon request. Additionally, a table has been included at the end of this fact sheet to help clarify what is included and excluded from each average price series currently published. 

Items with less price volatility, such as beer and wine, are priced on a bimonthly basis and are assigned to either even or odd-numbered months for price collection. Prior to January 2015, average prices for bimonthly items did not include values for the off-cycle prices (those not priced in that month), which sometimes resulted in large changes in the average price from month to month. Since, January 2015, all of the eligible prices, including prior month prices for off-cycle items, are used in the average price calculation for bimonthly items.

How average prices differ from indexes

Average prices are estimates of the average price paid by the consumer, not estimates of price change. They provide an estimate of the price levels in a given month which cannot be determined from an index. Average prices can be used for comparing price levels of different items in the same month. For example, the different price levels for sirloin steaks and round steaks can be compared using the average price series for steak, round, USDA Choice, boneless per lb and steak, sirloin, USDA Choice, boneless, per lb. If geographic comparisons are made for the same item, users should be aware that average prices reflect variations in brand, quality, and size among geographic areas because items are uniquely selected at each location. The importance of these differences will vary by average price item. If time series comparisons are made, users should understand that factors besides pure price change, including sample rotation, quality changes, and shifting consumer preferences, may be contributing to differences. The CPI controls for these factors by reflecting price change only for the same or comparable item in the same outlet in an attempt to measure pure price change. Below is a brief explanation of some of the situations where the percent change in the average price may differ from the corresponding index percent change.

Sample rotation

The CPI rotates item and outlet samples on a continual basis with approximately 25% of the sample rotating every year. This sample rotation can cause month to month movements of an average price to differ from the movement of the corresponding index. This is because the index reflects only price change for the same or comparable product in the same outlet and does not compare the price change of old items against items in new outlets or against dissimilar items. For example, say the CPI was pricing premium gasoline in a downtown location at "outlet A" for the last four years and outlet A is now rotating out of the sample. A new outlet, "outlet B", in the same town will also have a price observation for premium gasoline and is rotating into the sample. However, outlet B is in the suburbs and sells gasoline at a lower price point than outlet A. The sample change from the more expensive gasoline in outlet A to the relatively less costly gasoline in outlet B will be reflected in the average price for premium gasoline. The price at Outlet A will be included in the average price until it rotates out of the sample when it is replaced by the price observation at Outlet B. However this difference in prices would not be reflected in the index since the CPI does not calculate price change between items sold in different outlets.

In utilities where there is often only one or two providers in an area, the outlet may remain in the sample but new items (rate schedules) will be rotated into the sample as part of the CPI sample rotation described above. For example, in one city a price quote for 500kwh on an all-electric rate schedule may rotate out of the sample after 4 years and be replaced with a quote for 200kwh on a non-heat rate schedule at a lower price point. The average price will reflect the price from the all-electric rate schedule until it rotates out of the sample and will reflect the lower priced non-heat rate schedule once it rotates in. The index would not compute a price change between the old item rotating out of the sample and the new item rotating into the sample.

Quality changes

Average prices also reflect quality changes due to changing product specifications and consumption patterns. Changes in quality can cause increases or decreases in average prices. For example, say the CPI was pricing non-organic peaches in an outlet but now the outlet is only going to carry organic peaches.  Since the specific item that was being priced, non-organic peaches, is no longer available, the CPI data collector would substitute to the most similar available item, in this case the organic peaches. The organic and non-organic peaches would likely have substantially different prices and are considered different items in the CPI. The index would not calculate price change between the previous non-organic peaches and the new organic peaches due to the quality difference between the items. However, the average price series would reflect this change in price since both non-organic and organic peaches are eligible for use in the Peaches, per lb. (453.6 gm) average price.

Seasonal adjustment

The BLS does not seasonally adjust average prices because price fluctuations in an average price series can reflect normal seasonal price movements caused by weather, harvests, school years, production cycles, holidays, or seasonal sales.

Publication

The BLS has established a minimum number of eligible prices required for each average price and geographic publication level. If the number of eligible prices for a particular average price is below the minimum, the average price will not be published for that geographic level in that month. It is possible for an average price to be published for some geographic areas but not in others or only in some months. This can occur for many reasons. For example, as the CPI sample is rotated, the number of items eligible for any specific average price will change over time which could cause an average price item to fall below the number of prices required for publication for several years or even permanently.

Regional differences also impact publication since not all commodities and services are consumed in every area of the country. Fuel oil, for example, is not commonly used in areas such as the South and West, so there generally are not enough price observations to publish in those areas.

The number of missing prices can also result in an average price not being published.  When an item being priced is not available, an imputed price is calculated for the missing item and used in computing the average price. If the number of imputed prices rises above the publication limit, the average price will not be published. This occurs for some fresh items, particularly fresh produce items, during months of non-peak availability.

Published average prices do not include items with shipping, handling, or delivery charges.

Data

Average food prices are among the oldest data series published by BLS and date back to 1890. Access average price data since 1980 in our online database. Data prior to 1980 is available upon request by contacting the Consumer Price Index Information Office: email or 202-691-7000.

When using historical average price data, it is important to be aware of changes in the methodology over time. Prior to 1978, average prices were estimated each January and then adjusted each month by the price change in the appropriate CPI series. Due to the methodological differences, average price series prior to 1978 and after 1980 are not comparable. Average prices were not published July 1978 through December 1979, while the average price methodology was revised.
