Prerecorded Audio, Including CDs, Tapes, Digital Files, or DownloadsIncludes:
Includes prerecorded audio discs (CDs, Dual Discs, SACDs, or laser discs), downloaded / digital files, audio tapes, and records. Excludes:
Excludes all types of blank media such as recordable discs, tapes, memory cards (sticks), prerecorded and blank video tapes, and video discs. Prerecorded Video such as DVDs, Digital Files, Downloads, or Other MediaIncludes:
Includes prerecorded media such as Blu-Ray discs, DVDs, and permanently downloaded files. Excludes:
Excludes rental of TV shows and movies (DVDs, Blu-Ray, etc.), as well as blank media such as recordable discs. Also excluded are the rental of audio media, and Video-on-Demand purchases through Cable and Satellite TV providers. Taxi or Cab FaresIncludes:

Excludes charges for inter-city (between cities) mass transit, i.e. Amtrak; taxis; car and van pools; any costs associated with purchasing a 'smartcard'. Medical Equipment, Supplies, or DressingsIncludes:
Includes all dressings; sterile dressings such as adhesive strips or patches, cotton balls or rolls, and gauze pads or rolls; first aid kits; male and female contraceptives. Medical equipment and supplies, including both those prescribed and obtained OTC (over the counter) such as: irrigation syringes, hot water bottles, ice bags, heating pads, vaporizers, sun lamps, therapeutic heat lamps, and thermometers, which are all typically available directly OTC; and diaphragms, IUDs, and syringes, which are usually prescribed. All types and styles of supportive medical equipment such as: athletic supporters, surgical support hose, braces, canes, quad or tripod based canes, and crutches; all types and styles of wheelchairs. Includes all types of pets: including dogs, cats, fish, birds, and other animals considered as pets. Pet supplies: such as dog/cat collars, leashes, feeding bowls, cat litter aquariums, and aquarium accessories (heaters, filters, air pump, and filter materials). Rental of DVDs or Video GamesIncludes:
Includes expenditures related to the rental of video/movies/TV shows and video games. These rentals may be transmitted through physical copy, streaming or temporary download. Rentals can be one-time rentals or subscription based to a library. Rental downloads are temporary and should have a time-limit since they are not permanent. Online video game subscription or membership fees, such as those for websites that offer MMOG (Massively Multiplayer Online Games) are also eligible here. Excludes purchase of DVDs, video games, and audio books. Pay per view programming, Video on Demand, and streaming video services provided by cable/satellite providers are also ineligible. Cellular Telephone ServiceIncludes:
Includes personal residential phone service where the telephone instrument is portable and sends/receives signals for calls through the airwaves. Includes all service charges, applicable per-minute call charges, roaming charges and other charges normally included in a cellular plan. Include all applicable taxes. Excludes:
Excludes all pagers, portable radios, pay phone charges, and cellular plans that are strictly business or international in nature. Also excludes telephone service for phones attached to a residence, and telephone instrument purchase/rental (any of these could be eligible if the selected plan automatically includes one or more of these items). Local or Long Distance Landline Telephone Service including Prepaid Phone CardsIncludes:
Includes charges for all types of local and long distance landline residential telephone service, including fees for services such as line maintenance, call waiting, call forwarding, directory assistance, and installation. Also includes residential calls for which there is a specific toll per call, or per group of calls. All toll call origins must be a state in the U.S. Includes international telephone services (the destination of the call must be in a foreign country). Include collect calls or third party calls that are charged to a number in the U.S. Include prepaid phone cards purchased at retail outlets that assign a fixed number of long distance calling minutes. Include all applicable taxes. Landline is defined as telephone signals that travel through solid mediums, such as metal wires or optical fiber. Expenditures for pay phones is also included. Excludes purchase or leasing of telephone equipment, cellular telephones or service, intercoms, data phones, and credit cards. Also excludes calls from WATS lines and other business sources, calls where the origins are in foreign countries. Gasoline, Diesel or Alternative FuelsIncludes:
Includes all unleaded gasoline formulations and octane ratings, with or without alcohol; all cetane ratings of grades of diesel fuel and all other car fuels. Includes, but is not limited to, diesel, propane, natural gas, petroleum gas, kerosene, and alcohol that is sold for use in consumer automobiles on public roads. Excludes gasoline, diesel, or alternative fuels for commercial vehicles; aviation gasoline; gasoline specifically formulated for automotive racing; and any other gasoline not approved for road or street use by consumers.
